implementation of the new scrap metal dealers (smd) act in scotland. the main points of the act were: the introduction of cashless transactions more robust record keeping enhanced verification of sellers enhanced licencing regulations the new legislation in tandem with operation scandium, which ran from june 2015 to march 2017, was very successful. analytical reports show a reduction of 52% in metal related crime with a saving of £1 million to the scottish economy during this period. although we saw a reduction in the amount of incidents reported in relation to metal theft in the first six months of 2017 the issue still remains a significant problem in scotland and is on the increase within certain areas. figures show that there were 309 incidents of thefts reported to police scotland from october 2017 to january 31 st 2018. one of the main reasons for this is that copper prices are actually higher now than what they were in in 2017 and are expected to rise through 2018. a pan asia report states that copper prices are predicted to rise by 33% by 2020. jim scott metal theft lead at the scottish business resilience centre said: ‘the rise in the price of copper, lead and steel can make the theft of metal attractive to thieves. although metal theft is still seen as a low risk high reward crime to these individuals it has a financial impact on the victims of this type of criminality, whether it be delays in finishing construction, costs to replace materials or loss of working hours. there is also the significant cost to the insurance industry. the sbrc continues to metal industry ensures the disposal outlets for stolen metal are reduced and illegal operators are shut down.” lochmaben primary school was once again the victim of metal crime the school was targeted by individuals who attempted to steal lead from the roof. unfortunately this is the 7th time this school has been the victim of this type of theft. jim scott, metal theft lead at the scottish business resilience centre said: on this occasion the thieves were disturbed by local police officers and the lead was recovered although damage was caused to the roof of the building. these thefts have a significant cost to the local authorities who have to repair the damage and replace the lead. the cost can be significantly more if the theft is not discovered quickly as water damage may cause
